grant licence to liquidators of Hongkong branch of Arnhold Karberg or to Hongkong branch of Banque de l'Indo- Chine, but if bank are licensees undertakings should be required from them that no part of the purchase price of the good shall be paid to any person which is or is treat- ed as an enemy under the Trading with the Enemy Proclama- tion. Licence should only authorise shipment in a British ship and should be forwarded with the goods on board the ship which carries it to Genoa. Licence should plainly identify goods. Licensees must also satisfy themselves that the goods are not likely to reach enemy country.
